Gookin Sorry For ‘Trailer’ Comment

The draft minutes of the Coeur d'Alene City Council minutes Tuesday included the following: "Councilman Gookin apologize for comments made at the November 19, 2012 Public Works Committee meeting that referred to the Oak Crest Park as a trailer park, it was not intended to be disparaging.  It is a nice community, where people own their homes that should have been referred to as mobile homes."

Question: How do you distinguish a "mobile home" from a "trailer"?
