The head of a tuna fish is seen covered with ice early in the morning in the Basque Port of Hondarribia northern Spain, Friday, July 24, 2009. Basque seamen maintain traditional tuna fishing in the summer season amid an international debate about how best to protect the species. Nine out of 23 tuna populations are in danger of extinction a meeting of five regional fisheries management organizations from 80 countries heard in San Sebastian earlier this month.
