Serb Demands For Aid Pose Dilemma

Serbs plead for humanitarian aid for thousands of refugees while still blocking convoys for Muslims, and aid officials wonder what to do about it.

The implausible situation has set off a debate among aid officials about whether to make deliveries to one ethnic group contingent on successful aid deliveries to the other.

The exodus of tens of thousands of Serb refugees from Croatia into Serb-held lands in Bosnia has stretched aid workers beyond the limit. U.N. and Red Cross workers have sent convoys with hundreds of tons of food, fuel and supplies for the masses.
