Tropical Storm Kills At Least 13

At least 13 people were killed as Tropical Storm Cybil slammed into the middle of the Philippines before dawn Sunday.

Packing winds of up to 60 mph, the storm caused widespread flooding that cut a wide swath of destruction and displaced thousands of residents from their homes.

Winds toppled trees, electric posts and telephone poles, leaving many areas in Luzon, the country’s biggest island, without electricity or communications for hours.
