Council May Extend Apartment Moratorium Plan Commission Finishing Up Work On Zoning In Historic Neighborhood
Residents of historic Cannon’s Addition may get an additional 77-day reprieve from new apartments.
Tonight, Spokane City Council members will consider extending a moratorium on new multifamily developments for 2-1/2 months.
Residents have complained for more than two years that too many historic homes are being converted to apartments.
Last year, the council granted the neighborhood a nine-month break from new apartments while the Plan Commission worked on a zoning proposal for the area.
The commission needs a few more weeks to finish that work, Planning Director Charles Dotson recently told the council.
The moratorium forbids new building permits for apartments in the area bounded by Seventh and 14th avenues, Cedar Street and the boundary of the Manito/Cannon Hill neighborhood.
The temporary reprieve doesn’t apply to existing multifamily developments that accidentally are destroyed or damaged.
Also tonight, the council will consider:
Accepting a settlement with attorney Steve Eugster on the planned Lincoln Street bridge.
The council approved the project in 1994, but Eugster filed two lawsuits to try to stop it.
Last week, Eugster and the city reached an agreement that calls for the city to make several improvements to enhance the Spokane River gorge area.
In return, Eugster won’t be allowed to do anything to delay the project.
Taking out a $450,000 state loan to study and redesign basin aerators at the wastewater treatment plant.
The basins need to be updated, said Tom Arnold, a city engineer. “We need to see what’s working and not working.”
A briefing for residents will start at 3 p.m. in the lower-level conference room of City Hall, 808 W. Spokane Falls Blvd. The council briefing will begin at 3:30 p.m.
The public forum will start at 6 p.m. in council chambers, with the regular meeting following at 6:30 p.m.
