Molester On Parole Arrested, Released

A Coeur d’Alene man on parole for molesting a 9-year-old boy was arrested early Friday for failing to register as a sex offender.

Richard A. Hall, 38, also was booked into the Kootenai County Jail for driving with a suspended license. He posted a total of $6,000 bail late Friday and was released, a jail deputy said.

Hall pleaded guilty in November 1988 to molesting the boy earlier that year, according to 1st District Court documents. Judge Gary Haman sentenced Hall to 10 years in prison, requiring that he serve at least three years.

Court documents state Haman then retained jurisdiction in the case, released Hall from prison after he completed a six-month state sex offender evaluation program and placed him on 10 years probation.

In July, Hall was scheduled to be back in court to admit or deny violating terms of his parole. He missed the hearing when a summons sent to him was returned because he no longer lived at the address, according to court documents.

Neighbors alleged Hall was living with a woman who has minor children and that he had been drinking, according to court documents.

Both actions would violate Hall’s parole conditions.
