The children will be turned over to the Washington state Child Protective Services office in Spokane, which will complete its investigation into the custodial matters. At 12:30 p.m. Wednesday, a Superior Court awarded custody of the children to their mother. Chad Phillips was also present, and he took the children after the court appearance, police said.
