A person familiar with the situation says the Tennessee Titans will start quarterback Jake Locker against the visiting San Francisco 49ers today (1:00 p.m., Fox-28). The person says the Titans met Saturday and decided that Locker should start rather than Ryan Fitzpatrick. The person spoke to the AP Saturday on condition of anonymity because the Titans did not announce the decision. Locker sprained both his right hip and knee Sept. 29 against the Jets.
