Request to use phone turns bizarre for Spokane couple

A man is facing multiple charges after a bizarre incident involving a Spokane couple Wednesday while he was allegedly high on drugs. Donald T. Phillips, 40, reportedly asked a woman who was outside her Grey Court apartment smoking to use her phone. The woman complied, but Phillips reportedly became aggressive inside her apartment and began masturbating through his pants, according to court documents. The woman’s boyfriend was awakened by the noise and confronted Phillips. He was able to get Phillips out of the apartment and retreated back inside. The couple pepper sprayed Phillips and slammed the door, documents say. Witnesses said the man was shouting that he was a white supremacist and had recently been released from prison. When the couple told Phillips police had been called he allegedly threatened to kill them. Officers reported that when they arrived on scene Phillips was still masturbating while pretending to have a gun in his other hand, court documents say. One of the officers pointed a Tazer at Phillips and fired, but the device malfunctioned. According to police, Phillips reacted as if he had been hit by going stiff and falling down the stairs. Phillips is facing charges of residential burglary, possession of a controlled substance and harassment-threats to kill.
