Woman shot by deputy identified

A woman shot in the shoulder by a Spokane County sheriff’s deputy after complaints she pointed a gun at motorists south of Spokane along U.S. Highway 195 remains hospitalized in stable condition.

Tina A.M. Fricke, 21, is accused of assault and unlawful possession of a firearm. She has a previous felony conviction for car theft.

Multiple people called 911 around 4 p.m. Monday to report that someone was standing in the median of Highway 195 near Excelsior Road pointing a handgun at passing cars. Fricke was still holding the gun when a deputy confronted her, according to a Spokane Investigative Regional Response Team news release.

Washington State Patrol spokesman Trooper Jeff Sevigney said there is dash camera footage of the incident. Sevigney said he hasn’t seen the video and doesn’t know how much it shows. The video has been turned over to the Spokane Police Department, which is investigating the shooting. The video will not be released until the investigation is complete, Sevigney said.

The name of the deputy has not yet been released by the Sheriff’s Office.

Misdemeanor charges of domestic violence assault and reckless burning were filed against Fricke in 2012 but were dismissed after she complied with conditions mandated by mental health court, according to court documents.

The Sheriff’s Office has had one other officer-involved shooting this year and the suspect was wounded. There were five shooting incidents involving the Spokane Police Department in 2015, one of them fatal.
