Man ordered to give up 14 dogs

An Athol man found guilty of operating an illegal kennel for his 19 dogs was sentenced Wednesday in 1st District Court and has 30 days to remove 14 dogs or serve up to six months in jail. Frank Wall also was ordered to pay a $500 fine plus court costs and serve two years on unsupervised probation.

Post Falls council considers petition to save City Hall

Post Falls has called a special City Council meeting next week to consider an ordinance to save City Hall, which is scheduled for demolition after a larger, new building is finished in the spring. The Wednesday meeting will revolve around an eleventh-hour petition asking the city to adopt a law requiring it to "preserve and maintain" the aging 7,500-square-foot concrete-block building.

Aquifer protection district makes plans for fiscal year

Just six months after its creation, the new Kootenai County Aquifer Protection District has finalized its annual budget and adopted an action plan for protecting the Spokane Valley/Rathdrum Prairie Aquifer. Both were approved by the district's governing body, the Kootenai County Board of Commissioners, earlier this month.

A nearly $41 million annual budget for the 2008 fiscal year sailed through the Post Falls City Council Tuesday. Mayor Clay Larkin said the budgeting process gets a little easier every year. He commended city administrators for involving citizens in the budgeting process by hosting public workshops.

Group decries ‘overdevelopment’

Kootenai County decision-makers should start to protect the agricultural atmosphere of Rathdrum Prairie and outlaw any golf courses from springing up there. They also should forbid "overdevelopment" on the banks and hillsides of the Spokane River and Lake Coeur d'Alene. Those are a couple of the recommendations that a grass-roots citizens group wants to see woven into the Kootenai County comprehensive plan.

Elder-care center being built in PF

POST FALLS – Heavy equipment is scouring land on the east end of Post Falls in preparation for construction of a $50 million elder-care campus that will feature a nursing home as well as assisted- and independent-living centers. The facility is going up immediately west of Wal-Mart and north of Interstate 90.

Tougher dog laws passed

Kootenai County dog owners have more cause to keep their canines under control now that the county has passed a tougher animal-control ordinance. Under the law, expected to take effect this week, authorities may enter private property and confiscate animals being kept illegally or unsafely, and they will have more discretion in dealing with vicious dogs.

Equestrian center approved

Horse lovers, feed store owners and saddlemakers around the region say they're excited the plat map of a proposed 203-acre equine-centered community in Rathdrum won the City Council's unanimous approval earlier this month. "There are a lot of horses in the area. But there aren't too many places you can ride around here," said Kent Poole, assistant manager of the 32-year-old Feed and Farm Store in Coeur d'Alene.

INB opening branch in Spirit Lake

SPIRIT LAKE – Spirit Lake's business district will add another enterprise when Inland Northwest Bank early next year opens the first full-service bank branch the village has seen in decades. "We're just sorry we're not going to be open a lot sooner," said INB's Randy Fewel, chief executive officer. "But the Idaho Department of Transportation is requiring INB to add a center turn lane to Highway 41 in front of our property and this probably set us back at least two months."

In the coming weeks, three of the largest real estate auctions ever held in the region will place just under 300 acres of prime Inland Northwest property and 10 homes on the block. PF council denies duplex homes plan

POST FALLS – The Post Falls City Council on Tuesday shot down a proposal that would enable construction of a high-density residential development north of Mullan Avenue and about 650-feet east of Syringa Street. Kenneth Jackson, a Post Falls developer, wanted to build 12 duplex homes, for a total of 24 residential units on two acre. The property is sandwiched between more widely-spaced homesites with enough room for people to keep horses and other animals.

County strengthens animal control laws

Kootenai County added more bite to its animal control laws Tuesday, giving authorities the right to enter private property and impound animals kept illegally and providing leeway in the treatment of vicious dogs. County Commissioner Rick Currie said despite recent concerns about pit bulls, the revised ordinance doesn't outlaw any breed.
