Cleveland Stadium should be renovated, not scrapped, according to a task force that has been studying what to do with the deteriorating 63-year-old building.

The renovation would be done in phases over three years and would not interfere with the scheduling of Cleveland Browns games.

Browns owner Art Modell might move the team out of town unless it is given a better place to play.
