Owners’ Offer Rejected
Baseball owners offered to give full service time to players who went on strike in 1994 and 1995 - except the 20 or so who would become eligible for free agency.
The union, which has demanded full service time for all players, immediately said the proposal was unacceptable.
Negotiators, who returned to the bargaining table following a 10-day break, said they intended to meet again Thursday.
The proposal by management negotiator Randy Levine had been expected. The union’s response also was no surprise.
