Chenoweth Wins Embargo Provision

Idaho Rep. Helen Chenoweth has won inclusion of embargo protection for farmers in the new farm bill Congress has finalized and sent to President Clinton.

Under the Republican freshman’s proposal, farmers would be compensated for losses suffered because of a trade embargo imposed by the United States for foreign policy reasons.

They would receive either direct payments or inducements for commodity exports to developing nations as long as no other country joins the embargo within 90 days.

Chenoweth said she hopes the first proposal she has won final approval for works to deter repeats of President Carter’s 1980 grain embargo against Russia.

“Even if it only happens once every 20 years, and we lose a substantial market, it can be devastating in the life of a farm business,” Chenoweth said.
