Term-Limits Legislation To Be Reworked, Brought Back Again

Legislation revamping Idaho’s term limits law has been withdrawn.

Senate President Pro-tem Jerry Twiggs said he was advised by the attorney general’s office this week that there were constitutional problems with the bill’s requirement for a vote of the people before it took effect.

Twiggs said the measure will be reworked over the summer and brought back next year.

The bill, proposed by the Association of Idaho Cities, would have asked voters to lengthen term limits for state legislators, eliminate them for school boards, sheriffs, county prosecutors and treasurers, and do away with limits on local offices unless local voters impose them.

Idaho voters enacted a sweeping term limits law in 1994, but its main provision - limiting congressional terms - was thrown out by the U.S. Supreme Court. That left Idaho with term limits just on state and local offices.
