Montrose Developers May Get Fees Waived

The Idaho Public Utilities Commission is considering allowing Washington Water Power to waive some fees from a large proposed development in Post Falls.

The developer of the Montrose project has requested that they not be required to pay developer deposits of $790 per lot - a fee the developer, Greenstone Corp., described as “onerous.”

The Montrose project is designed for development in six phases and will encompass 1,650 residential lots and about 100 acres of commercial and industrial property when complete. Greenstone Corp. estimates the construction and sale of 100 to 125 homes and three to five acres of commercial property per year. It has indicated that it may select electric service from Kootenai Electric Cooperative, which does not require the deposit from developers.

WWP’s deposit requirement is intended to protect its existing customers. If Montrose does not develop as planned, WWP states it will bear the financial risk necessary to serve the project anyway.

Written comments on the request or on the public utilities commission’s plan to consider the application without public hearing must be received by May 13.
