Definitions Scuttle Child Guardian Bill

Questions about what constitutes a “normal parental relationship” prompted the Idaho House to reject a bill aimed at clarifying when judges can appoint guardians for abused, abandoned or neglected children.

“It’s too broad; it’s too intrusive,” Republican state Rep. Lenore Barrett said before the 45-20 vote against the Senate-passed measure Thursday.

Rep. Bill Sali, R-Meridian, said his own problems with the legislation had been resolved in discussions with an attorney. But most lawmakers remained skeptical about the provision’s definition of “abandoned” as “the failure of the parent to maintain a normal parental relationship with the child without just cause” for six months.
