A Montana chemist reportedly has come up with a substance called “organclay” said to bind with the significant ingredient in poison ivy to make it harmless. But word is the Food and Drug Administration called it a drug and sent it for testing into the bowels of the bureaucracy. Someday maybe.

If that piece of legislation has to do with revenue, it has to be introduced in the House of Representatives. Any other bill can originate in either chamber of Congress.
