States are using a variety of incentives to sweeten the pot for companies looking to expand or relocate. Such incentives were instrumental in three recent deals, including the relocation of Empire Airlines from Spokane to Coeur d’Alene and the future expansion of Premera Blue Cross in Spokane.

Critics say incentives are a giveaway; proponents say they’re often a tie-breaker.
