Sex offender deemed likely to re-offend returns to Spokane
A level three sex offender registered with Spokane law enforcement this week after his release from prison and subsequent move to the 1000 block of North Superior Street on the southeast edge of the Logan Neighborhood.
Phillip Carl Kramer, 74, was released from prison after serving a sentence of 29 months in prison for communicating with a minor for immoral purposes in Spokane, according to a Spokane Police Department statement.
Kramer has been convicted of rape three times, including two convictions for raping 14-year-old girls, one in 1978 and one in 1983, both in Spokane. He was also convicted of rape in 1974.
The level three sex offender designation is given to sex offenders who are likely to re-offend.
