Update: The alleged driver of a hit-and-run on Interstate 90 that Washington State Patrol described as a "road-rage" incident in Spokane Valley has been  identified as 64-year-old Scott H. Beeching, according to a memo released by WSP, and is facing a felony charge for the hit-and-run. The details of the charge are unknown as of Wednesday night.
