Avon Lady Seeks Beauty Of A Payoff Cda Woman Demands 21 City, County Officials Pay Her A Total Of $525 Million In Gold Or Silver Coins

An outlaw Avon lady wants $525 million as payment for her troubles.

But while city and county officials are dismissing her demand as frivolous, it could cause them some headaches.

Rose Christmann turned to centuries-old legal principles this week to demand that 21 City Council members, judges, lawyers, clerks and building officials each pay her $25 million in gold or silver coins.

The 72-year-old Best Avenue resident who sells beauty products from her home in violation of city zoning laws claims they have abused their authority and have deprived her of her civil rights, according to a 60-page “commercial affidavit of truth” mailed to each official’s home.

“I’ve never seen anything like it,” said Judge Eugene Marano, who received an affidavit from Christmann this week.

The nuisance potential far outweighs the legal threat.

“Basically, it’s not worth the paper it’s printed on,” said Steve Scanlin, of the Idaho attorney general’s office. “It means absolutely nothing, legally.”

It’s not a lawsuit and is not filed in court. But if officials don’t respond to Christmann within 30 days, the document indicates she may try to file liens against their property.

Kootenai County Clerk Tom Taggart said he would try to block the filing of fraudulent liens.

Both he and Scanlin said, however, that if a document is signed and notarized properly, it sometimes slips through. Then “it could show up as a cloud on the title, in which case the property owner may be asked to do some explaining,” Scanlin said. Such a fraudulent lien was filed against an Internal Revenue Service agent here last year, Taggart said.”We’re still sending letters back and forth trying to straighten it out,” he said.

Attempts to interview Christmann were unsuccessful. She hung up when contacted by telephone.

Christmann has battled the city for three years over her illegal home business. The city recently filed an injunction giving her until Thursday to stop her sales.
