Hurdle Too High?
After four unsuccessful attempts, Post Falls voters finally approved in March a bond issue to build a new high school. The greatest obstacle to passage was the supermajority requirement of two-thirds voter approval. Twice before, the high school was supported by more than 60 percent of voters but still fell short of the two-thirds requirement. This time, the vote was exactly two-thirds.
To change that state constitutional requirement would take a two-thirds vote of both houses of the Legislature and simple-majority passage of a statewide Constitutional amendment.
Is that a good idea?
So far, the Legislature has been unwilling to vote on the matter. Dirk Kempthorne, Republican candidate for governor, recently announced his support for the change.
