Officer Named, Shooting Unjustified

The city of Coeur d’Alene on Friday morning said that the name of the city police officer who shot a pet black Labrador was David Kelley. The city scheduled a press conference Friday morning to release additional information related to the shooting. The officer, who has 17 years of experience, was investigating a suspicious van in a possible child enticing report. He was also training a newer officer at the time of the shooting. Kelley said in his report that he was afraid of being bitten in the face. The Deadly Force Review Board’s findings, released Friday morning, said the officer’s actions violated department policies. Three reviews of his actions came to the same conclusion. The officer is still with the city at this time. The police department did not release information about disciplinary actions taken against the officer, citing police department policy, city personnel rules and state law exemptions, according to City Attorney Mike Gridley/Becky Kramer, SR.
