On the drive out to the Spokane Valley city council meeting Wednesday evening, few lights were spotted south of I90 between Freya and Argonne Road. Closer to Argonne, lights began to pick up and by Pines Road and Sprague Avenue the Valley looked nearly normal - but a lot of cleanup remains.
