Dozens of deaths have been linked to winter weather across the United States this month. Frigid temperatures and strong winds tore down trees and electrical wires, sparked fires and led to suspected cases of fatal hypothermia across at least seven states.

A bitter Arctic outbreak has swallowed the Lower 48, bringing temperatures 30 to 50 degrees below average and wind chills as low as minus-60 to minus-70 degrees. Major cities such as Chicago and Kansas City struggled for days to make it above zero degrees. At one point, 30 states were under wind chill advisories or warnings. Now, a reinforcing shot of bone-chilling air - just as frigid as the first - is about to plunge south, and temperatures will plummet once again.

Spokane’s subzero temperatures are letting up as the region braces for heavy snowfall.

Heavy snow is expected for the Spokane area this week during an unseasonably dry winter, according to the National Weather Service.

Two days after warning of potential supply problems, Avista advised customers Sunday morning that they could resume regular energy use.

As Spokane residents deal with the coldest weather in more than a year, Avista Utilities asked its customers Saturday to conserve natural gas and electricity until late Sunday morning because of constraints from high usage, weather concerns and a natural gas supply problem that has since been fixed.
